Planate Management Group, a Service-Disabled Veteran-Owned Small Business (SDVOSB), provides installation/base management and facilities engineering worldwide. Planate has expertise in Architecture Engineering Design & Planning, Program & Construction Management and Technical & Consulting Services. Planate will provide advisory services to advise the Senior Field Resident Engineer Staff within the Project Management Service, Service Delivery Office, Office of Construction & Facilities Management, in the Department of Veterans Affairs for the Period of Performance indicated in the contract

The Civil Engineer will support the Construction Management Team. The Civil Engineer will be responsible in performing spot checks for completeness and accuracy of the construction plans and specifications in compliance with contract requirements of the projects.

This position is located in Palo Alto, California.

Key responsibilities:

Review contractor's submittals for technical compliance with contract requirements
Reviews contractor’s cost breakdown for proposals, as well as submittals on proposed equipment and materials, maintains accurate and complete job files including as-built drawings and specifications, identifies progress delays and advises on appropriate corrective measures to the SRE toward mitigating delays and maintaining the progress schedule.
Submit monthly reports indicating work completed, work in progress with estimated completion dates, work scheduled and outstanding work
Monitor Construction Contractor’s compliance with safety and environmental requirements, testing and report instances of non-compliance to the requirements
Assures completion of projects involving design and review applying seasoned professional technical knowledge and experience in the oversight of an interdisciplinary team engaged in carrying out projects
Observe work being completed by contractors and sub-contractors for proper installation and application of construction materials and report findings daily to the CM
Note and document daily conditions including environmental conditions that may impact construction safety and EPA and/or LDEQ environmental compliance and report findings to the CM
Analyze the construction and design schedule on a daily basis ensuring compliance with submitted schedule and estimates for schedule changes as construction change orders occur during the project
Prepare and review / update critical path schedule to determine overall impact of delay on project progress, recommend phasing plans, and report findings to the CM
Support Hazard Risk Assessments
Perform Safety Audits and Inspections including reviewing and inspecting infection control measures
Complete accident reports and investigations
Review work site permits and OSHA standards
Qualification to be successful in the role:

Degree in Civil Engineering
Professional Engineering license preferred
Minimum of 5 years of civil/structural engineering construction or design experience demonstrating a professional knowledge of civil/ Structural engineering concepts, principles, with hospital experience preferred
Proficient in Microsoft Office Suites
Knowledge and use of basic construction software and computer applications to include CAD and 3D modeling (BIM).
Knowledge of scheduling software such as MS Project or Primavera
Proficient in Microsoft Office Suites, including Excel
Strong communications skills in English both written and oral
Flexible to work on shifting schedule to provide office coverage of construction work at the site
Must be a US citizen
The following additional training is required (allowance for completion within 60 days of contract award for most training):
OSHA Safety Training
Completion of 30-hour OSHA Safety Training Class within 60 days of contract award
Completion of VA Cyber Security Awareness Training within 60 days of contract award
Completion of VA Privacy Awareness within 60 days of contract award
Attend IT Training for Operation of VA Administration Software within 60 days of contract award
Attend training on construction contractor’s MIS system within 60 days of contract award
