International Relief & Development (IRD), a U.S. based non-governmental organization, is working in Afghanistan providing assistance to the United States Agency for International Development (USAID) Afghanistan office along with various national government ministries under the auspices of the USAID-funded Human Resources and Logistics (HRLS) program.
The incumbent of this position is a qualified Civil or Construction Engineer responsible for managing Quality Assurance (QA) tasks and other technical services provided by the USAID-funded HRLS program for inspections and assessments of vertical structures constructed under the auspices of the USAID-funded Local Governance and Community Development (LGCD) project.
Main Responsibilities:
- Plan, coordinate and supervise activities of a team of local national QA field engineers assigned to the project. Oversee the performance of the QA engineers to ensure that construction works are undertaken to required designs, specifications and International Building Code (IBC) standards. - Oversee all phases of LGCD building projects from planning to implementation, completion and handover. Develop work plans, QA plans, and project scheduling and reporting systems.- Review for accuracy and correctness of field inspection reports developed by QA field engineers and advise USAID of any major problems requiring immediate attention. - Visit project construction sites periodically to report upon progress of construction and implementation. Meet regularly with the implementing partner quality control personnel to discuss any technical problems or issues arising during project implementation; suggest solutions and document decisions taken.- Establish and maintain good working relationships with peers, supervisors and technical representatives of USAID, the LGCD Implementing Partners (DAI), Government of Afghanistan (GoA) ministries and other private or governmental development organizations involved in the LGCD program. - Undertake and complete other similar technical tasks as required by the VS Team Lead, HRLS Senior Management, USAID or other supervisors appointed to oversee the incumbent’s work.

The following knowledge and skills are required for the position:
- Knowledge of International Building Codes (IBC)- Demonstrable supervisory skills- Effective communication and interpersonal skills- Ability to work effectively with other staff- Good report writing skills- Proficiency in MS Office, particularly in Outlook, Word and Excel- Proficiency in MS Project is also preferred
A high proficiency in English is required. Knowledge and familiarity with national languages Dari and Pashto are preferred.
Experience Required:
- At least five years experience on building construction projects in increasingly responsible management level construction QA/QC and Material Testing positions. Experience in underdeveloped countries as well as USAID and other international development agencies and donors is preferred.
- Bachelor’s (B.Sc.) Degree in Civil or Construction Engineering from an acknowledged institution of higher education is required. Master’s Degree preferred.
